Election Rigging Response Act gives voters the power to approve new Congressional maps
SACRAMENTO, CA – Today, Assemblymember Damon Connolly (D-San Rafael) joined his legislative colleagues and successfully passed the Election Rigging Response Act, a package of bills that will enable Californians to fight back against President Donald Trump’s attempt to gerrymander Texas’elections next year.
“We have a moral responsibility to protect our nation’s democracy and fight like hell against Donald Trump’s takeover of Congress,” said Assemblymember Connolly. “I am proud to coauthor the “Election Rigging Response Act” which, unlike Texas, gives the people, not the politicians, the power to approve new electoral maps. I am proud to stand with Governor Newsom and my Legislative colleagues to pass these historic measures.”
On Thursday, the State Legislature voted on a series of bills, which make up the Election Rigging Response Act. Those measures include:
- ACA 8: authorizes a new temporary Congressional map pending voter approval.
- AB 604: contains the new proposed Congressional map for voter approval.
- SB 280: calls a special election on November 4, 2025 and appropriates funding.
These bills were introduced in response to President Trump’s announcement last month that he was pushing Texas Republicans to redraw the state’s congressional maps to create more seats in the House of Representatives that would be favorable to the Republican Party as a way to retain control after next year’s midterm elections. Notably, the Texas House of Representatives passed these Republican-favored congressional maps on Wednesday, August 20, 2025.
If approved by voters, the Election Rigging Response Act will temporarily enact new congressional maps until after the 2030 Census. This legislation will now head to Governor Newsom to be signed into law.
